PUBLIC HEARING NOTICE CITY OF MENAN, IDAHO PLANNING AND ZONING COMMISSION NOTICE IS HEREBY GIVEN that the Planning and Zoning Commission of the City of Menan, Idaho, will hold a public hearing on THURSDAY, DECEMBER 18, 2025, AT 7:00 P.M., at the Menan City Hall, to consider the following proposed ordinance: CITY OF MENAN, IDAHO ORDINANCE NO. _2025-3_ AN ORDINANCE OF THE CITY OF MENAN, IDAHO, REPEALING SECTION 4-3-3 OF THE MENAN CITY CODE RELATING TO NONCOMMERCIAL KENNELS; ADOPTING A NEW SECTION 4-3-3 TITLED “MAXIMUM NUMBER OF DOGS”; PROVIDING FOR DEFINITIONS, LIMITATIONS, AND COMMERCIAL KENNEL REGULATIONS; PROVIDING FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE. The proposed ordinance repeals Section 4-3-3 of the Menan City Code and replaces it with a new section limiting noncommercial kennels to no more than three (3) adult dogs (over six months of age), defining commercial kennels as the keeping of four (4) or more adult dogs, and prohibiting commercial kennels in all zoning districts. The ordinance also amends the Land Use Table in Chapter 8 to classify commercial kennels as not permitted in any zone. Violations may be enforced as infractions under city code and Idaho law. All interested parties are invited to attend and provide testimony. Written comments may be submitted to the City Clerk prior to the hearing.
